The Federal Government has moved to end discretionary staff deployments and paper-heavy administration across the public sector by launching the Human Resource Modules of the Integrated Personnel and Payroll Information System (IPPIS).
Addressing stakeholders on Monday at the official IPPIS Go-Live Ceremony in the nation’s capital, Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, declared that manual influence over staff deployments has officially come to an end.
“Post me here, post me there. I want a juicy posting, no more. It is now digitalised,” she said, stressing that there will be “no more lobbying for posting.”
Built entirely by local software engineers, the new system replaces the legacy Oracle Electronic Business Suite following extensive technical trials and assessments. Walson-Jack highlighted the domestic engineering achievement as a tangible implementation of the government’s ‘Nigeria First’ directive, noting, “Significantly, this solution was built by Nigerians for Nigerians.”
The newly activated digital framework automates the entire employee lifecycle across all 508 ministries, extra-ministerial departments, and agencies currently integrated into IPPIS. The software governs biometric registration, onboarding, payroll processing, staff transfers, HR workflows, automated approvals, and data analytics.
By consolidating these personnel functions under a single digital roof, the administration aims to clear red tape, eliminate record duplication, curb processing errors, and provide verifiable audit trails to foster public transparency.
Through a dedicated self-service portal, civil servants can now access and update their employment files directly online. Outlining the operational advantages, Walson-Jack explained, “This is the true value of digital transformation. Simpler processes, faster services, better information and greater accountability.” She added that modern technology must ease the workload of public servants while bolstering the state’s capacity to serve citizens.
The Head of Service emphasised that replacing paper-based procedures with a fully integrated portal represents a pivotal breakthrough in modernising the public sector under President Bola Tinubu’s Renewed Hope Agenda.
Reflecting on the wider shift in workplace culture, she remarked, “We are not just unveiling a digital platform, but institutionalising a better way of managing our most important resource, which is our people, our employees.”
